Greetings!
As spring quickly approaches, we find that many
exciting things are happening around the state of
Missouri. Many communities are passing local
ordinances to help fight youth access to alcohol. At
the state level, things are moving a little slow.
The legislators are on spring break this week. We will
update you on any progress once they are back in
session.

| Cassville's Youth Advisory Board Proves to be a Strong Voice in the Community |

The Cassville Youth Advisory Board was formed due to
the dedication of the Cassville Chief of Police, Lonnie
McCullough. He has been the C-2000 team leader for a
number of years, and has always been a crusader for
prevention in the community. With the support of other
adults in the community, Lonnie realized that the team
needed the passion and energy of the youth to create
and drive the issues. Lonnie, and some of the other
concerned adults formed the Youth Advisory Committe
and interest and membership soared from there. The
idea to try to change local policy was developed over
the summer when Chris Davis, Community Partnership of
the Ozarks, met with the adult team members and
brainstormed ideas on underage drinking prevention.
The team was awarded an ADA grant to support a
myriad of underage drinking prevention initiatives, such
as Parents Who Host, and other awareness campaigns
to increase community support for policy initiatives.
The Youth Advisory Board developed an Ordinance
Subcommittee, who researched open house party and
minor in possession by consumption existing laws. This
committee then drafted a proposed ordinance and
submitted it to the Cassville City Council for review.
The ordinances were put on the agenda for March 3.
Three Youth Board members (all Cassville high school
students) presented the ordinances to the council and
shared their research on how implementing these
ordinances could reduce underage alcohol consumption
and, ultimately, reduce injuries and death due to
underage alcohol use. Both ordinances were passed
unanimously by the City Council, who shared their
admiration for the youth in taking such a strong and
supportive stand to reduce underage drinking in their
community, heralding them as leaders in the

| CASA Releases New Study |

The National Center on Addiction and Substance Abuse
released new data on February 26, 2003. This data
states that underage and heavy drinkers
account for half of all alcohol sales in the United
States. This study has been carefully reseached and
should be a wake-up call to all in the U.S.

| April is Alcohol Awareness Month |
 |
Many communities are planning exciting events during
the month of April to raise awareness about different
issues involving alcohol. This is the 17th year for this
nation wide event. The theme choosen this year
is, "Give Children a Chance-End Underage Drinking."

| Nebraska Develops Web Based Seller/Server Education Program |

The University of Nebraska at Lincoln, has developed a
seller/server training that can be accessed and
completed over the internet. This program is very easy
to personalize and there are parts for owners and

| Tragedy in Springfield, MO |

A parent in Southwest Missouri was charged with
second-degree murder for allowing minors to consume
alcohol and other drugs in her home. One of the party
attendee's, 16-year-old Jeffery "Cale" Gormley, died
from an apparent combination of a large amount of
alcohol (his BAC was .402) and the prescription drug
Xanax. We will continue to watch this story closely
and lend support to the prosecutor in Greene County
for taking a strong stand against adults that allow
minors to consume alcohol in their homes.
